It is located under ther black plastic cowl panel at the bottom of the windshield. It is directly in front of the passenger airbag. You can gain access by removing a couple screws around the passenger side and removing the hose clamp around the cowl drain on that side. You don't need to remove the whole thing. It will flex enough to remove the filter.

Speaking of filters, I've noted in some documentation that there is mention of a filter in the ECU module box hose ('95 854T). Now, I also read that the process of cooling the ECU modules has changed slightly, from an outside ducted system, to an AC cooled system. My hunch is that the former had the filter, and was the earlier one, and that the latter may not. But there's just not enough in any of the Volvo lit to confirm this...Would you happen to have any information about this filter, and whether I have one...Some srvc interval documentation says that at the 30K mi srvc, in addition to changing the air filter, to also change the ECU module box filter...but, I just cant find mine...
