The classic cause would be a plugged catalytic converter. You can test this by unbolting the cat (noisy) to restore full power or by the threaded test hole where pressure devices can detect back pressure. Also, an assistant testing for appropriate exhaust flow by hand at the tail pipe could help. This is a common problem from oil through the engine from turbo leakage, but any mechanic should know about it and check it first.

Steve, Before you go playing with the wastegate rod, I know it's hard to resist!,Check all your hoses for leaks. Check the catalytic convertor, it may be plugged, is your exhaust manifold glowing after normal driving? You can check your boost pressure before you try turning it up.
