850 power loss

I am posting this question for a friend of mine with a problem. Although I have owned Volvos for over 15 years, this is a new one on me. Scott has recently purchased a 1994 850 with just over 45,000 miles. In sport mode, he gets great acceleration though all the gears and good power through the "run of the tach". However, in top gear, and still under full throttle, he experiences a severe power drop off beginning at 3000 rpm and continuing through 4000 rpm where no additional power is available---at all. The tach tops out at 4000 and the top end is maxed at about 112 mph. If anyone knows what's going on or if this is just "normal" please let me know so I can pass it along. If there is a built-in technical reason for this behavior please inform me of the details. If you have run into this before and can suggest a fix, that would also be appreciated.
