My 1990 240DL has no heat regulation. A slight movement of the heat control slide away from cold gives me full heat. There does not seem to be any control of temperature. Also it seems the AC is on, even when the knob is turned full off. I can hear the compressor ccycling, but have not checked it under the hood. Is there an off position on the blower? It seems to run even though the knob is full counterclock. thanks

The blower knob off position(actually #1 on switch) keeps the blower moving at very low speed to facilitate cooling and airflow in passenger compartment. There maybe a bad relay which is behind and under the AC rotary switch in the dash. Be sure what you hear is the compressor not the blower. Pop the hood while it's running and check the compressor, see/hear if it is running.
The knob could be out of position on the shaft so when you rotate the AC switch ccw(to the left) it goes to the stop but the shaft is still in on position. Not likely but possible.
As to the heater the cable to lever connection is probably loosened and the cable has slipped through the pinch point and now has not enough length for proper functioning. Pull the side console covers and check the cable(s). Look for and older mark on the cable that is a before or after the oinch point. loosen the pincher and slide the cable through to the old mark while someone/or duct tape, holds the lever in the cold position. Tighten the pincher and try it out. Should work.
RE: AC Is there cold air coming out of vents ? Has gas consumption changed since you noiced this problem, w/ AC you should see at least 10-20% drop in MPG over normal (non AC) MPG.
