There are a couple of mobile headliner services around here (Atlanta). What happens is the foam rots away with age (and some additional contributing factors..... like moisture). If you find another used headliner, it will rot and start drooping also. Normal price for a headliner recovering is around $300-350 in this area.

BTW, the foam is what is between the shell and the material (actually foam backed material).
