Ian, As a fellow New Yawker, I sympathize-Try getting Security TORX Screws from a Car Phone shop (Motorola uses 'em in Car Phone Kit installs) Or try going to a to a hubcap shop and buying the screws/volts that are used as hubcap locks. My wheelcovers are secured with an offset center screw that uses a key to open, they have a single D shaped hole with a small locating pin that cannot be opened using a screwdriver, Circlip tool, etc. Since there is only one locating hole and that is not round, there is no area to grap. They are available in 1/4-20 and some metric sizes. Try a place called Al's Hubcaps in Melville, LI NY. They have 'em in std sizes but could order 'em in metric if you need. These are not cheap! $20 a set w/ 2 "keys". They also work well on full size wheel covers. They use a drilled and thresded lug nut (Large acorn style) with a 1/4 20 thread and bolt the cover to it from outside. All you see is a small screw head from utside. Havent lost anything in 8 months!
Idea # 2 Don't street park the car!
