This sounds like a contradiction -- you're asking for advice for winter snow tires, and also for year-round tires. Are these for two different cars?
Anyway, for the best advice, you should give us more information for the snows, because we need an idea of how serious are the snows (and ice) in your area (i.e., where do you live, in the north or in the middle states, and do live up in the mountains, or lowlands; do you face continuous deep snow, or just briefly until the road crews clear the roads down to the pavement).
The reason for these questions is whether you want a serious snow tire, or one that will take snow sometimes, but mostly operates on clear pavement.
I can't help you with year-round tires, as I change all four tires on all three of my cars for winter: for spring through fall, I use (my current favorite) Michelin Pilot Exalto PE2's (in 15 and 16 inch), as they're incomparable on dry and wet roads; however, I expect that they would be life-threateningly awful in snow, so I do *not* recommend these as your "year-round" tires. For me, when it's close to that time of year, I put on studded Nokian Hakka-2 tires, which are my recommendation to you for snow tires, assuming you face *serious* snows and icing conditions during the winter.
But as I wrote above, it really depends on your needs. It's not black or white -- it's mostly gray, considering what would be your best choice. Give us more info.
